Hauppauge 1850 Ir blaster and Receiver

Hi everyone. I am deanie54 and I live in the United States. I am having a problem with the ir receiver and blaster that came with Hauppauge 1850. I follow the directions in the quick start guide. I make sure the ir receiver is seated firmly in the little hole of the card. of course the card is seated correctly in the pci-e slot. The problem is that the ir blaster will lit up until I enter my desktop, then it stops flashing. I was thinking it might be a conflict. So I removed the remaining two tuner cards(Hauppauge 1600 and Hauppauge 2250) and tried to setup Media Center again. The same thing happened again. I have downloaded the ir blaster configuration tool.etc. Nothing works. I tried WinTv and it does not work.
I was thinking it might be that horrid thing "Microsoft ehome Infrared Transreceiver". Everytime I uninstall that component, it is reinstalled when Windows boots up. Does anyone have a solution to this problem? Here are my system specs::
