I scoured the Threads and didn't see anything specific pertaining to the issues I am having. I recently bought a WinTV-HVR 950Q (Hybrid TV Stick) and have had issues with it...
The first one I purchased had issues see any tv signals (ATSC, cable, etc). I exchanged that TV Stick for another of the same model.
I have been able to get this TV Stick to partially work on an old (~10 year old) desktop. It was recognized by the computer, scanned channels just fine and played audio fine also. It did not output any video other than a stagnant frame every once in a while. I assume this is just because the computer is old and specs are below minimum requirements.
Was able to get TV stick to work on a mini/netbook with better results (choppy video, etc.) as expected for a low power netbook.
The TV stick has not worked at all with my main computer...
Pentium 4 3.0 GHz
2.5 GB RAM
512 MB Video Card
Win XP Pro with SP3
USB 2.0
Drivers and WinTV 7 program install perfectly fine (both version 2.4d and 2.5)
Blueish LED on stick lights up when recognized and Green LED lights dimly at this time.
As WinTV loads two errors show...
"Failed to attach TS File Writers (0x80004003)"
"Failed to attach TS Slip Filters (0x80004003)"
Device is never listed under the Devices Tab in the configuration menu, yet Blue LED continues to glow on TV Stick.

After searching for those files in that particular file structure (C:\Program Files\WinTV\WinTV7), I found they weren't there. I instead found the WinTV7 folder and those files in C:\
I copied that WinTV7 folder to the C:\Program Files\WinTV\ folder and ran the DOS commands you mentioned and rebooted (computer ran 4 updates before completely shutting down).
After bootup, I tried to load the WinTV 7 software. A window popped up saying the program couldn't run without the HauppaugeTVServer service running. (previous errors fixed) I opened up service.msc in command prompt and tried to force the service on, which it gave an error "not found." I looked up the properties of the service and found that the path to executable called for "C:\TVServer\." This particular folder was in the wrong place also, so I copied the TVServer Folder in the C:\ Drive that it called for.
As of now, the device is recognized, it scanned, and found the available channels. Audio plays from each available channel but video does not show. Where the video should be is the view of my desktop wallpaper. (As if the box where the TV image should be is a pane of glass). I attempted to try each video renderer and restart the application each time with no change. My video Card is an ATI Radeon HD 4550 512 MB. I will upload a new set of log files (I bet that will help)

To note: I just updated my ATI video card drivers and software and there was no change. Log seems to show that it failed to load...

no problem - glad it's working. Something must have prevented these things from happening during the install. Do you have any Anti-Virus/Firewall/Spyware tools loaded? Did you disable them before install? They may have blocked some parts from installing correctly.
