Default analog picture rolls... except when in full screen

When I watch an analog station in a window, the picture rolls and flops, but when I maximize it and use the full screen, it stabilizes. (At least, it usually does -- today some recorded shows came out messed up despite the thing being left in full screen mode.) Minimizing it so I can't see the picture at all results in flopping just like windowed mode. It doesn't matter whether I use WinTV or Media Center, the issue is the same for both. QAM stations look fine both ways. Unfortunately, Mythbusters is only available to me in analog.

Why should the picture be messed up or clear depending on whether I use the full screen? Is there anything that can be done about it? No other TV on the same cable has any problem with the analog signal. At least not on the channels in question.

This is with an HVR-1250 PCIe on an AMD quad core Phenom II running Windows 7 x64. Could x64 be an issue? Maybe there are timing problems with 32 bit apps... I notice that Netflix Instant can't quite get its frame synchronization right, while it seems to work fine on older slower computers with 32 bit Windows.

Are you using WinTV v7? If so what version?

If you make a recording, does the recording show the issue? If so can you make a short recording and upload it somewhere?

Yes, the recording shows the issue. I've uploaded a thirty second clip in .WTV format (from Media Center) to http://paulkienitz.net/Overhaulin_DS...4_01_58_00.wtv ...this shows the problem in the first half, then in the middle I hit the Maximize button and the problem clears up.

(I tried to check the exact version of WinTV 7 and it promptly crashed.)
