- Use of the automatic aspect ratio signal that some stations send out.
- Ability to set channel specific apsect ratio setting: 4:3, 16:9, auto (for those sending that aspect ratio signal)
- Detect and cut out blackbars so that 4:3 signals with 16:9 image+blackbars, can fill fullscreen on widescreen monitors.
-Feature for manually setting the bitrate and the codec (choosing from those installed in your computer) while recording a video.

AFAIK no.
You can choose a custom DEcoder (even if the window says ENcoder, it shows only a list of decoders, in fact by choosing ffdshow I can only DEcode the DVB video), and 4 bitrate presets (in Folder tab) (which have some issues, please read my recent thread in Wintv7 section about this and other questions). The recorded video still is a MPEG .ts file (let's say I'd like to record in AVI x264 at... 800kbps).

Either the received signal is already encoded (DVB-transmissions) or, in most cards, the received signal is encoded by hardware to MPEG2.
For the DVB-transmission there is absolutely no idea to re-encode, they are saved as they are.
For the on-the-fly encoded I guess they could add an option but do not see why. Keep it simple (or add it in an advanced setting dialogue) .
If you wish to have it in another format you may re-encode it to whatever format you wish. There exist a number of tools that can take a TS och MPG file and re-encode it.
Sometimes you need to save space, so you could use x264 features at low bitrates. I would have liked to do this on the fly, without using an external software.
Otherwise you could at least manually choose the .ts bitrate, but there are only 4 presets.
